Can I submit my passport at vfs dubai since vfs abudhabi is currently closed? Or can i send it directly to visa office in Abudhabi??

Yes you are right but issuing PPR is not the same as processing applications. PPR is issued when a decision is made and COPR is the travel document you need to show at the port of entry. To get to this stage though the file needs to go through a lot of stages which Abu Dhabi doesn't handle.

Yes, you can request for a file transfer but it's highly unlikely to happen. Firstly, it's up to the visa office to decide whether or not the file needs to be transferred. Also, as for Abu dhabi visa office, I don't think they are capable of handling PR processing. They only do things like work...

I'm not sure if there is much you can do now. But to answer your early question, when they ask for communication proof, they are looking for chat logs (facebook. whatsapp etc), video call log or maybe even emails shared between you two. What is your timeline btw?
