The answer is FALSE, because in the passage it was mentioned - "it is good to share it with neighbor" That means it was not a condition, just an option. Must mean a necessity - you have to share it with a neighbor, so the answer is "False".

Off-topic: I heard that writing marks are better provided in exams in Canada. Please share your experience. Or any insight!

Oh, for FREE service is FALSE because it was a subscription and in next line they say it is chargeable.

It was false, because although the service work throughout the year they work EXCEPT for a few weeks. So answer is FALSE.
