I feel that they are processing PR card applications at random. A guy who sent his PR card application to MTL in early Oct received his PR card in early Nov.

Any update from Montreal office?

Congratulations! Yes, he's now a permanent resident of Canada, and his CoPR along with his passport can serve as his identification until his PR card is issued. Some VO calls applicants to confirm if they are still in Canada, but others just send out the CoPR.
