Thank you. My case is little different, I received my PR confirmation virtually through email and they requested me to sent a photo to Etobicoke office. I did it on feb but still no update on it. So no idea where it stands.

if he/she already have valid visitor visa, then with the "Extended Family Member" category, he/she could travel but need Authorization letter. if no visa then u could still apply. no restriction but it wont get processed near soon as the visitor visa process is on hold until further notice.
