It seems IRCC is allowing passport submission within 30 + 90 days due to covid per below. So my mom will have retired by that time and she can come to Canada and submit to Ottawa by June 15. I think this solves the issue for me unless anyone thinks otherwise...

Also what about couriering to Ottawa from the US? Is there anyway to contact CPC Ottawa directly for advice?

thank you for your reply. Do you see any issues with her couriering the passport to me (Vancouver) and then me sending it to Ottawa? She is working and cannot take so much time off esp with the quarantine requirements.
