    I am not really familiar with the acknowledgement receipt and how much weight it has as far as proof of PR Status goes. However, she should have her COPR/Record of Landing Document (IMM1000). That is the only document that I know is interchangeable with the PR card.

    Hi - It is my understanding that the PR card is not synonymous with PR Status. Your card may expire, while you are still a permanent resident. With that being said, I would assume that as long as her PR status is not in question (meaning she has fulfilled all requirement to maintain PR status)...

    Yes, as many suggested either the embassy or IRCC (not sure if you can call from outside Canada). But yes, I believe this has to be resolved by them. The airline did not receive clearance from the Canadian Border agency to allow your spouse to board the plane.
