How long does it take to get PR card once you receive COPR? If the application is Inland-CEC Can we leave the country after receiving COPR and enter back to Canada?

I have the standard passport size photo of size 2”*1.5” and the specification mentioned is 2*2 Would it create any problem if the size may differ?
