Best advice I can give you is to visit your local MP and let them know about your issue. They will call IRCC and hopefully get a clear answer

This is my assumption.... High Commission of Canada in your PA's home country will send you a PPR..so I believe that is why the agent said the file has been transferred to PA's home country. CPC-M must have informed High Commission of Canada in PA's home country to send PPR email...so they are...

Yes they will call CIC and try their best to figure out what the delay is. Yes, my relative went to her MP office and within 3 months her husband received his visa. So, please visit your local MP office.

Oh ok. Thanks. This is the latest email I received from Immigration: "This message is being sent to confirm that the Application for Permanent Residence for your relative(s) has been forwarded to the visa office in CPC Mississauga for further processing." I assume this is not AOR2..just a file...
