As far as I know, you must be present in the US during the week, the petition was filed and received by USCIS. there is no restriction to be in US to wait for approval unless you don't have visa stamp and want to utilize AVR facility

As per this order, if you have visa stamped then you should be good entering into US. He has not said anything about TN Visa.

I am not worried about barring H1B entry to the US. I was responding to the thread mentioning that the work visa ban is around the corner. I am going to be daily traveller once I enter to Canada in next couple of months

I don't think there would be any entry ban on H1b. all are the rumors and it happens every time during the recession. It was not banned in 2008 though Visa number brought down drastically from 135k to 85K
