Yes, you MUST choose IRCC as recipient if you are renewing your ECA. As per the discussions in this thread, WES won't send electronic copy by default for renewed ECA unless you opt for that option by paying necessary fee. I hope this answers your query.

No, you can't apply freshly to WES. I already tried and it didn't work. I created new profile with new email Id and submitted a new application. They rejected my new application, refunded my fee and linked my new account to old one.

Even I'm facing the same problem. My ECA evaluation completed in 2015 , and recently, I applied for course-by-course upgrade for which I sent transcripts directly from Universities. Yesterday, my WES status changed to "On-Hold" waiting for verification from the University.
