How long after the status changes to "Take Oath of Citizenship" do you receive the letter, and do you get to choose if it's in person or online?

What do you mean? You access the test online through a link they provide, and it gives you a score (that needs to be verified by the agent that's when you get the official pass/not passed), and they allow you to download the preliminary results.

Does anyone know the average times between when you complete the test to decision made on the test?

I would simply focus on reading the booklet "Discover Canada" that's available online or you can order it. I don't think there's a need to pay for anything. Additionally it's all multiple choice so it's quite easy if you have read the material to remember the answers. I read it the night...
