I applied for student visa in jan but got it in the 2nd week of september until which I had deferred my admission to jan . Now I'm thinking of changing my university. Is it possible to do so and if yes what is the procedure? Do I need to inform ircc or apply for student visa again??

I did get an official receipt email with a number and barcode on it. Can you tell me the number of cic so I can call them because i have contacted vfs global and emailed them multiple times and they keep on givving me the same answer that it's being processed in Canadian high commision.
