He's not, he's just optimistic. He initially projected all 2020 files would be finished by December 2020. It's alright to be optimistic but don't put too much weight in what you see posted here.

Their plan didn't even go as they said. They promised 6000 applications processed per month for last 3 months. But in October, November, and December they only did 3728, 4234, and 2219 cases.

Progress bar being gone is likely just a policy decision as 12 month timeline is no longer applicable so they don't want to be giving false promises. It's gone from non-pakistani applicants and feb 2020 applicants as well.
