Thank you! My reason is the minimal income thing. I qualify that from 2018 till today. I applied in 2019. So I got rejected because of the years 2017 and 2016.

It is a generic email but some optional or country specific docs are different for different applicants. Actually they are new docs for me. I believe we have to send them if required.

Without IME #, the agent cannot find her record. But I'm not 100% sure. That's why you'd better submit a request by webform even though you cannot find the previous IME letter.
It is valid for a year. If she was using myCIC, you can find the medical request letter there. Or if she got it by mail and you can find it. You should submit this letter by webform. If you can not find the number or letter, you always can try to send a request (with receipts) by webform. But...
Yes. Just send a request with her previous IME number and any helpful forms to CIC by webform. It might take a week to reach an officer but can save you money.
