My father has multi entry visitor visa to Canada valid till the expiry of his passport which is Jun 2024. If my father gets a new passport say in January 2024, does he have to reapply for visitor visa from scratch?

If you can, have the option to change dates on the tickets. Without the visa in hand, it's not a good idea to book air tickets.
