Hope you have been virtually landed now? I am not sure virtual landing stops outland dependants from receiving visa stamping and copr. I got portal 1 October 12. Spouse (outland) received RVF same day, took passport to visa office, got stamp and copy 4 days after. I am still waiting for portal...
