Patvicto, they interview Sponsor and PA usually for inland sponsorships, since they are both already living in Canada, but for Outland sponsorship is the PA who gets interviewed, and what they tell you is that the Sponsor has to be available to be reached by phone, usually they don't call, buy...

As far as I know it is ONLY Quebec, because I have not heard that sponsors for other provinces have to file provincial forms and wait for the approval of their provincial government. Here in Quebec we have to fill out and send Provincial forms after we get approved by the Canadian Federal...

It is ONLY for Quebec Applicants, because Quebec is the only province that has a say and manages his own immigration. Actually if you live in Quebec you and you are sponsoring a family member you have to file Federal and Provincial forms, unlike the rest of Canada that file only federal forms...
