I think you do not need to pay, I remember I watched a YouTube where it was told if PL was paid, you will be receiving AWB number directly (I am not 100%?sure). Someone can confirm.

In the passport request letter it is mentioned that we need to submit the passport within 30 days. As the service got suspended, do we need to send any email to them?

It is for my daughter's TRV applied on Nov 20, 2020.

Today, I got the passport request. Unfortunately passport submission service got suspended since April 19th :( Not sure how long I have to wait.
