If a PR is working outside Canada and his spouse is a Canadian Citizen, they live together where the husband is working. Does the time spent outside Canada with his citizen spouse and children count towards the residency obligation for Canadian Citizenship?

thanks. that is still OK but wanted to elaborate a little more on how to go about it, for instance, do they have to go to UNHCR first or it has to be a government entity first and what procedures and the timelines if possible.
