Saleem I have gone through the same situation. Applied PCC in Saudi Consulate in dubai. Till now I dint receive the PCC. However, I wrote email to Canadian Embassy in Riyadh, Saudi Arabia explaining my situation. They confirmed through email that getting PCC from Saudi Arabia is not possible...
