they can just visit to see you and you can mention some strong reason that you are not able to go there soon and since 2017 you haven't met them..they can write this detail in their visa request letter and they should address their grounds of refusal one by one in that letter too. good luck

if you are staying for a long time and have not met your parents, you can apply after a month or two as right now they can't get visa before convocation. better apply for parents only good luck
