Yes. Regular period of study is considered, not the fast track period. If regular period is 3 years, then PGWP will most likely be for 3 years as well.

Same thing happened with me. Called them two days ago, agent said 'eligibility passed'. Called them again yesterday, got the same reply as yours i.e 'do not have any access to the application as it was to the local visa office'. Agent refused to divulge anything about eligibility. Strange. Isn't it?

V.O will not count your degree as a professional degree. I 'd suggest that you reapply with IQAS. Someone I personally know, received refusal just because of this very recently. Don't take your chances.
