You can apply for GCMS notes and reapply once you know the actual reason. They're going to be really helpful in knowing the actual reason.

Correct me if I'm wrong, spouse of someone holding PGWP, working full time in NOC (0, A, B), is eligible for open work permit.

Where does it say spouse isn't studying full time? If I'm not missing Harmin's point, PGWP is Post Graduate Work Permit, I suppose the spouse is working full time, hence eligibility for SOWP.

Where did this come from? How does this make one ineligible?

Depends on the country you applied from. You can check timeline from CIC website. Decision is never based on how much time they take.

I have had a similar situation recently. I was declined on the basis of purpose of travel and current employment situation. I had mentioned everything including NOC and Skill Category. Mine got rejected in 11 days as well.
