    Asking for biometrics from CEC applicants is recent update so you would need to ask people who applied around your time. As a CEC applicant in October, I didn't need biometrics but my friends in months after required biometrics

    Depends your responsibilities/duties. You can't use 1431 for normal express entry, it's c class
