You need to provide residential address outside the province of Quebec while applying. They won't issue you PR if your address is in Quebec as per the eligibility rules mentioned on IRCC website.

Thanks! Actually I lost my status with refusal so I can't work till restoration is done and I get a new work permit. Initial got expired in April but I got outcome in June so between April and June I was on implied status.
