Sorry, I don’t understand where is the issue. You can’t issue a PCC for your wife for what reason? If she’s a citizen from India she should be able to request a PCC.

AOR does not come right after applying, it takes them around 4 months to send you an AOR. Not sure when you applied but keep that in mind.
