Lagos VO does not process any visa application. They stopped since1997 during abacha's regime. They only have a high commission, no consulate services. I know 2 folks who were stuck in Lagos VO for over a year before realizing they dont work and asked for transfer to Accra.

Lagos VO is inactive. Please contact accra and ottawa to transfer your file from lagos to Accra or else your file will be stuck in Lagos for ages. Send them mails steadily till they move your file from Lagos.

You can try. I honestly have no idea. Organisations like WES might be strict with their requirements so do try to be sure before sending to WES. You can explain your situation via mail to them.

As at when I applied (Nov 2018) it was 10 weeks. It should be longer now. Your university just needs to send your transcripts via email.

You can just use ICES. I used them mainly to avoid this.

You can ask for an extension (not guaranteed) or you just do a soft landing.
