Yes it means they are processing it and everything is ok in your application, you should see your status as approved very soon

My status changed to approve last week and I received my card in 4 days however my profile is also updated as today "we mailed your permanent ............six weeks to arrive .I think it will be standard lines to be used by them in future but the card shall arrive in standard mailing time.

Don't worry and wait for another 2-3 days status will be changed to Approved .At this point of time photo re submission is very rare.

I have given my friend's address and he found my cards in the mail box , no sign required
