Try ICAS too. I recall reading in a few forums that they are less narrow-minded than WES but be warned that they take ages. Whatever they claim is their current processing time, you can expect to wait 2 - 3 months more.

You don't need C1 - just a high B2. Assuming you're a complete beginner, you should be able to do it in a year if you're committed. B2 will give you 42 points and C1 54 points.

So it turns out I was selecting the wrong option for application type and that was the issue (I was picking Federal Skilled Worker instead of Express Entry). I've managed to link my account back now and it happened immediately :)
