That is not correct. If the person has received an email (P1) asking if the PA is in Canada or not, the application is almost complete. It takes 3-4 weeks to get the final email where applicant can create their login and fill the details for PR card printing.

That would actually make your application strong because you will have a proof of wedding and possibly marriage certificate/license. If you check the Spousal sponsorship checklist, you will find a set of 4 type of documents that are required and photos/license is one of them.
