I wouldn't rely on ecas. I got my PPR March 16 and my ecas hasn't changed at all. I'm still waiting to receive my passport back (I mailed it) but there has been NO change to ecas.

I completed my second medicals before receiving the request to do so. Three weeks later, I got my PPR. I'll never know if I needed to spend the extra money. If it meant I would be waiting longer, I was not willing to wait for them to send the second request.

I also received my PPR from my attorney via scan. I'm mailing my scanned/printed version with my passport tomorrow. I don't think there is any issue with it. It's what my attorney suggested I do.
