I think your interpretation is correct, you can likely submit your application without a PCC. Keep in mind they could still ask for a PCC, but they would reach out to you during the process if they want it.

I wouldn't tell them why you are out of the country, unless explicitly asked. In the super rare event that it happens: Say you'll be out of the country on those dates and your date of return, and that you are asking for reschedule on a date after your return.
