You don't need to apply for restoration. Just pay the restoration fee online and attach the receipt with Pgwp application. That implies you're applying for both restoration of status and Pgwp at a time.

I think your friend applied for a visitor record (which was not needed at all) instead of TRV. Ask your friend what form she filled while applying. It should be imm5257 for trv.

TRV and PGWP has nothing to do with each other. I think you're good to proceed. But not the other way round (applying for TRV while PGWP is in process).

Kind of makes sense. On the same FB group I saw a case where an application within Canada was approved but no ppr. And one application from outside Canada (India) was approved with ppr in 21 days when actual processing time says 107 days.
