You do not need to notarize the LOA but the proof of fee payment letter has to be notarized

If you are paying gic, one year fees and upfront medical then you shave to apply in sds category otherwise university or general category.

You don't need to mwntime in your SOP that you have taken PTE. But I want to ask you that did you send your PTE score from your PTE login id to IRCC. If you dint send to IRCC from your PTE portal maybe they were unable to verify your PTE score and visa officer refused.
