No, you can apply on the new portal without withdrawing the old application. Once, one of the application will be reviewed, the other will be withdrawn on it's own.

Yeah, I am aiming for CEC. From April 2021 until March 2022, I worked on NOC code 2174 i.e. 11 months. From March 2022 till Present, I am working on NOC code 2173, i.e. 2 months until now.
