Just to update, I did not receive German PCC yet, and I had to submit my application on 7th Oct 2018, as it was last day for me to submit. As @ishq74 said, I added a Letter of Explanation and scanned copy of application to request PCC, in place of German PCC. Let's hope for the best, fingers...
