No Submit Button?
I was not able to upload Form 5257e either so I printed the filled form, scanned it and attached it to the client information section. My application was approved so I think it works for you also.- alicesmile

In case of anyone else meeting the same problem, I created a new account with the same documents uploaded and the 'next' button magically shows up. It must have been system problem.- alicesmile
