applied on 3 Aug 2018 and received a notification that file has been received at Delhi Embassy on 6th Aug 2018. Received refusal notification on 17 Sep 2018.

I received visitor visa rejection notification too (17 Sep 2018) but didn't receive the passport yet though I opted to collect it from VFS/VAC office. Already spoken to VFS multiple times and each time they requested to wait for email notification. Did you receive it now?

How did you know they started background check on 09th? My application states: We are processing your background check. We will send you a message if we need more information.
