I think that's not always the case, in my case, when I recently got a ghost update I called CIC for other matter, and got a chance to ask about my ghost update as well, and they said that, this update shows that your security is passed.

Apply for GCM Notes, try to get some update through MP or do some case enquiry or call CIC. These things sometimes help to move your application forwards (This is not always the case for everyone).
