I doubt that you can submit at any VFS office. There are specific VFS offices where you need to drop your passport. Hyderabad, Chennai, Jalandhar, Bangalore and Delhi are the cities where you need to drop your passport. I might have missed a office so check the VFS Canada website. I had...
