I applied offline from vfs global, non SDS. Got online visa approved on 2/1/2019 night around 9:00 pm. Next Day afternoon 12:30 passport can be collected. Although super short preparation time, I can catch first day of school 7/1/2019. Good Luck !!

You could try to call to Quebec immigration office for this. If they could help you, you may not need to re-apply CAQ. Good Luck

You can create GC key account & link your application online with uci number & family name and check status online. When did you receive UCI 8 digits numbers? How many days from your date of submission? I am waiting uci no.
