Well when i submitted my application I had a similar query. The point being you can't put N/A for being part of association or having millitary training etc. You SHOULD put NONE as it highlights the fact that you Could have participated in that organisation but CHOSE not to. Safer than claiming...

I haven't heard that volunteer work could make you eligible for any type of PR class (i.e. CEC or FSW). Atleast based on what I have read in both FSW and CEC we need to show paid TAX form (i.e. NOA or Notice of Assessment from Revenue Canada) or pay stubs as highlighted in the guide.
