Congratulations! Did you receive portal email from IRCC asking your personal information before receiving COPR? No I did not receive. I was asked to mail the photo and was told the copr is a substitute for PR card to apply for govt services until they mail us the PR card.

It was all completed on Dec 3rd and was awaiting final decision as per ircc agent.

There was a glitch when I had the same request. Try using a f different computer or laptop clear the cache and cookies.. That might help to view the option under upload my documents on cic..
