Applied by mail from BC for my first passport on February 11, Canada Post delivered it to the Mississauga office on February 14 (was supposed to be delivered on February 13 but given the snowstorm, I'm happy with Canada Post), following this thread. Credit card was not charged yet, of course...

Thank you, @forw.jane and @hssrp! I researched a bit, and it doesn't seem to be a problem to apply from outside Canada. I put the US city where I was when I signed the application, anything else would be misrepresentation, I think. I had to "end" my last absence on the date of the application...
