You can appeal for a COC with just ITA. The process is pretty straightforward and almost effortless as Singapore has been doing this for years with the whole process can be done completely online except collection. I got mine within a week of getting ITA.

I received the same message both post AOR as well as prior to AOR (when EE profile created). I'm not sure whether it does signify any actual changes but from what i read so far the post AOR message might indicate my case was transferred to LVO (Singapore VO) when the email was triggered. My PPR...

I second this though I would like to add the caveat here: the rule is one year from your medical submission date or passport expiry date, whichever is earlier.
