It's a generic letter providing website links for adaptation services for newcomers to Canada. Means nothing, really. Sometimes it is followed by PPR, but not always. Some people had received several of them (look at the SS).

I guess people were trying to increase their chances, using whatever excuses. Thus, there were many more applications to choose from (reducing chances of proper applicants). The fact that some in 2017 got away with it vs those in 2018 who got caught can be explained easily - applications in 2018...

Login to your account -> Check full application status -> View submitted application -> Documents submitted by the client. If you cannot see a request there with the upload buttons and instructions, it means that you don't have an option to upload your documents. There is no need to upload IME...

Line #43 OMG, we've just received Inviation to pre-arrival services! No PCC request was made, though I've scanned and attached the PCC to the IME as one pdf and uploaded it on My Application about a week ago.. We haven't yet received "medical passed" notification as well.
