My son and his partner got theirs witnessed at the local Municipal council office which has their own commissioner of oaths, it cost $12. Ask at your own local council or municipality office or anywhere that they do marriage registrations etc. It's worth a try.

My son's common law spouse is from the UK, she just got her extension through, you should apply at least 2 months before your current visa expires. Are you applying for Permanent residency under the Common Law Spousal Class? If so, you have to indicate this on your application for an extension.
