Yes, you can enter Canada by road. I did it in Feb, 2021. They would want to see your COPR and Passport at the border.

Hi, as far as I know, Yes. Separate authorization letter is needed for each Traveler unless you are exempt from restrictions because of immediate family. This letter is only needed for extended family members.

That's a good question. Toronto (Canada) needs a COVID RTPCR test from the last point of departure, in this case, test should be done in Frankfurt. Frankfurt (Germany) isn't allowing any testing for transiting passengers, hence this would not work.
