if visa officer does not require medical exam does that mean that you are not an eligible candidate and they will not issue you the student visa?

Hi, finally I submitted my visa application with all possible required documents, But when I asked the date to when I will be requiring to do the medical exam, the staff at visa office said that there is no need. I found it unusual. So is it normal or should I do something about it?
