I got mine done at Staples and they were accepted by IRCC. Folks at Staples already knew the right sizes for a "PR photo". They also know that they need to write/stamp their address and the date on the backside (don't forget to write your name).

Photos delivered on March-19th. Called IRCC and they said my PR card was dispatched 5 days ago.
